New Delhi: A new set of standard operating procedures (SOPs) for Kashmiri militants, who want to return to India through the Nepal border to surrender, will be rolled out soon, Union Home Secretary R K Singh said today.
“We have got comments of all stakeholders on the subject. And the improved procedures, I think, will be out in a few days,” Singh told reporters on the sidelines of a seminar here, according to PTI.
The issue has come to light following the arrest of Liyaqat Ali Shah who was arrested by the Delhi police from Indo-Nepal border area.
Delhi police say he was an active militant of the Hizbul Mujahideen sent from Pakistan to carry out a strike in New Delhi ahead of the Holi festival.
The arrest sparked a controversy as the authorities in Kashmir contended the Delhi police saying Ali was a former militant and that they had all the information about his return from Pakistan.
They say they had approved his request under the militant ‘surrender and rehabilitation’ policy launched by New Delhi.
The National Investigation Agency (NIA) probed into the case on directions of the union home minister Sushilkumar Shinde. Kashmir’s chief minister Omar Abdullah had complained to him.
R.K Singh said J&K Police will “come and escort” these people (militants) from the border to the state and they would also carry out “background checks” of these individuals.
Singh was at the National Security Guard (NSG) campus in Manesar here for delivering a speech on counter-terrorism, the PTI reports.
J&K Police, Army, Indo-Nepal border guarding force Sashastra Seema Bal, Intelligence Bureau and the RAW are among the major stakeholders on the issue.
